A EU CARBON PRICING FOR A SOCIALLY SUSTAINABLE ECOLOGICAL TRANSITION
The goal is to reach 1 million signatures by 21st January 2021 on stopglobalwarming.eu so that the European Commission must decide whether to take action or not. This could allow the EU up to 180 billion euros for workers tax relief.
A price on carbon is the most effective and efficient way to cut greenhouse emissions according to 27 Nobel laureates, 5.000 social scientists and 11.000 natural scientists who have been saying so since a few years now. The aim is to reduce the tax burden on low incomes while taxing the exploitation of natural resources, to discourage fossil fuel consumption, encourage energy saving and use of renewable sources.
The idea behind StopGlobalWarming.eu originated by Marco Cappato, an Italian activist, former MEP, who spent the last 20 years advocating for human rights, civil liberties, AI for citizens and environmental issues, along with Monica Frassoni, former MEP and Chairwoman of the European Greens, and Alberto Majocchi, Professor of Public Finance.
The ECI proposes to introduce a floor on the price of CO2 emissions, starting at 50€ for each ton of emission in 2020 and would increase up to 100€ in 2025. Furthermore, the initiative suggests to abolish the existing system of emission allowances for EU polluting companies and introduce a mechanism of price adjustment for non-EU imports to compensate for a lower CO2 emission price of the exporting county.
The increase in tax revenues will be reinvested in European policies to reduce income tax on low incomes while promoting energy savings and a shift to renewable energy sources. Carbon Pricing would also create new jobs and investment opportunities. Letting greenhouse gas emissions go unchecked means hundred of thousands of deaths every year just in the EU and massive climate change-related costs.
The proposal is put forward through an ECI - European Citizens Initiative - a participatory democracy instrument that allows citizens to shape the Europe they want, suggesting concrete legal changes. It’s much more than a petition: if the initiative gathers 1.000.000 signatures on www.StopGlobalWarming.eu, the ECI will be discussed by the EU Commission and debated in the European Parliament. No personal data are collected by StopGlobalWarming.eu.
The Coronavirus crisis needs to be an unmissable opportunity to be better prepared for future challenges, starting from one of the most pressing issues facing the planet in coming years: global warming. It’s time to act.
Because thousand of billions of Euro will be spent for the European recovery and the EU is in the process of deciding the operational measures of the Green Deal. It’s a unique opportunity to choose the path of sustainable development. Oil prices are record low. Without a proper taxation, polluters will be advantaged against eco innovators.

KEY MILESTONES OF THE INITIATIVE
• 22nd April - Earth Day
To celebrate Earth Day, the promoting committee of the initiative organized a Pan-European Sign Day to collect signatures. On this occasion, several European influent personalities, organizations and politicians supported the initiative circulating the StopGlobalWarming.eu logo and inviting their followers to sign it, resulting in a boost of ca. 20.000 more signatures.
• 28th May
Due to the Coronavirus outbreak the organization The ECI Campaign requested an extension of the terms of signature collection. The European Commissioner Vera Jourova sent a letter to all the promoters of European Citizens Initiative sharing the proposal she made to the European Parliament and the Council for such an extension - full text letter attached below. However, the decision is not confirmed yet.
• 5th June - World Environment Day
To celebrate World Environment Day, the promoting committee of the initiative organized another Pan-European Sign Day to collect signatures. Not only more personalities, organizations and politicians joined the campaign, but they also picked up the photo challenge and took part in a Facebook live, giving a boost to the signatures collection in the following days.
• 23rd September - HEY EU, TAX CO2 - The 12-hours marathon
From Gianis Varoufakis to Oliviero Toscani and Emma Bonino, with scientists, mayors, political leaders, founders of startups and innovative companies and activists from across the board; many voices in unison that in 12 hours gave life to the first online marathon for carbon pricing against global warming. These voices were united in asking the prominent leaders of the 1st and 2nd October appointments in Brussels, to discuss the theme proposed by stopglobalwarming.eu.
