Dear all,

In preparation for the EUMANS Assembly that we will hold tonight 9th March at 8.30 PM CET, we publish here all the documents and rules of engagement.

The Assembly will be available in ENGLISH or in ITALIAN in the Zoom Meeting

Please, don't forget to register here to receive the unique Zoom Link to attend the Assembly.

To facilitate the collection of amendments and proposals, each document will have a dedicated "post" in this thread.

For all the rules please refer to the "Regulation of the Works" document, however in a nutshell:

Voting Rights:
Orders of the Works and Regulation of the Works: only EUMANS Members can propose amendments, and vote
Closing Statement: only EUMANS Members and Subscribers of the Activation Agreement (Namely, registered users on EUMANS Agorá) can propose amendments and vote

Speaking Slots
The Assembly is public. However, different speaking slots and priorities are guaranteed.

• - EUMANS Members: 6 minutes time
  - EUMANS Activists (free subscribers of the Activation Agreement through registration on EUMANS Agorá: 4 minutes
  - Observers of the Assembly: 2 minutes

Regulation of the Assembly


1. EUMANS Members and Subscribers of the Activation Agreement receive an email from the President or the Coordinator at least 2 hours before the beginning of the Assembly containing a link to EUMANS Agora where the Order of Works, the regulation of the Assembly, a draft of the Closing Statement, a financial note prepared by the Administrator will be published.

2. Once the Assembly starts, each member of the Association can make amendments to the proposed Order of Works and Regulations in writing to the Presidency using the Zoom chat; amendments cannot be sub-amended.


3. The amendments are illustrated by the presenters with speeches lasting no more than 2 minutes. On each of them the Presidency admits a declaration of vote in favor and one against for a maximum duration of 1 minute.


4. Each member may submit only one amendment, even overall, on the Order of Works and one on the regulation of the Assembly.


Participation in the General Debate


5. Once the President opens the General Debate all participants will be allowed to add their name to the list of speeches. Entries to speak must be submitted to the Presidency via the Zoom chat within the time limits set by the Order of Works.


6. The following rules apply according to the different levels of engagement with the EUMANS Association.

- EUMANS Members: 6 minutes time
- EUMANS Activists (free subscribers of the Activation Agreement through registration on EUMANS Agorá: 4 minutes
- Observers of the Assembly: 2 minutes

7. The President will define the order of speeches. Members and Subscribers of the Activation Agreement will be given priority over the observers.

Closing Statement of the Assembly

8. The President and the Coordinator will read the Closing Statement in their introductory remarks and circulate the link to EUMANS Agorá in the Zoom chat.

9. Amendments and integrations to the Closing Statement should be submitted either via EUMANS Agorá in the linked thread or via the Zoom chat.

10. The majority of the EUMANS Members and the Subscribers of the Activation Agreement attending the Assembly should be achieved to integrate the amendments.

Amendments to the Statute

11. Proposals for amendments to the Statute must be submitted in writing to the Presidency, within the deadline set by the Order of Works, and must be signed by at least four members.


7. Proposed amendments to the Statute can be illustrated by one of the presenters for no more than 3 minutes.


8. Any amendments to the proposed amendments to the Statute must be signed by at least two congressmen and must be submitted in writing to the Presidency via the Zoom Chat or via EUMANS Agorá.


9 Once the vote on the amendments has been completed, the Presidency proceeds to vote on the proposed amendments to the Statute, giving the floor for a maximum of one declaration of vote in favor and one against, lasting no more than 3 minutes each.

10. The outputs will be published on EUMANS Agorá together with the recording of the Assembly.

11. Votes will be submitted through the “raise hand” functionality in Zoom.

EUMANS Members Assembly identifies the date of the 9th of May - Europe Day as a central appointment for the realisation of its Statute’s mission, through the self-organisation of the first EUROPEAN CITIZENS INITIATIVE SIGN DAY in the European Union, cooperating and offering full creative and operational support to the promoters of all other ongoing European Citizens Initiatives.

The action day aims to embody the requests made with the two letters sent to Commissioner Vera Jourova (December 2019 and February 2021) and the feedback officially submitted to the European Commission consultation on the Democracy Action Plan demanding Equal Dignity for Participatory Democracy compared with representative democracy in terms of information and resources.

All the EU institutions (European Commission, European Parliament, Committee of the Regions, European Economic and Social Committee) will be informed about the initiative, with the goal of fostering the maximum level of collaboration.
