EUMANS Members Assembly identifies the date of the 9th of May - Europe Day as a central appointment for the realisation of its Statute’s mission, through the self-organisation of the first EUROPEAN CITIZENS INITIATIVE SIGN DAY in the European Union, cooperating and offering full creative and operational support to the promoters of all other ongoing European Citizens Initiatives.

The action day aims to embody the requests made with the two letters sent to Commissioner Vera Jourova (December 2019 and February 2021) and the feedback officially submitted to the European Commission consultation on the Democracy Action Plan demanding Equal Dignity for Participatory Democracy compared with representative democracy in terms of information and resources.

All the EU institutions (European Commission, European Parliament, Committee of the Regions, European Economic and Social Committee) will be informed about the initiative, with the goal of fostering the maximum level of collaboration.
This is the official closing statement of the EUMANS Assembly of the 9th of March - let's use this thread to brainstorm on this initiative and on the actions that can be carried on in collaboration with all the promoters of European Citizens Initiative in Europe and all the organisations, academic communities, grassroots movements, and institutions who can support this new "EUROPE DAY.

Hello all,
thank you Virginia for this great preparation and your engagement!

I here sum up my suggestions and opinions about both, the Concept Note and the answering letter by Commissioner Jourova.

The answering letter is sending out the message: "We – the EU – did a lot for ECI, look how much we have done, we are on a good way and do not need any extra measures..." and so rejecting our request and whittle our proposals down. And indeed, the EU did a lot to promote the ECI. However, this is not enough concerning the implementation of direct democratic instruments as a column of the EU democracy.

One of our claims is to spread the ECI and make it as a well-known citizens' instrument throught the EU. Here, the number of 75% the letter argues is completely wrong (please see attached)! In this poll people were not asked whether they know the ECI or not. But they were asked whether they are aware to have the right to participate in ECIs (and then explaining what a ECI is). So the number of 75% is wrong because of suggestive asking.
I am sure that not even 20% of all EU citizens aged minimum 16 years know that there is an ECI instrument anyway.

This is my assumption. But – and now I am coming to the preparation of the 9th May – let us find it out. Scientific numbers win! So...

**Let us start a representative poll**

Let us order a serious market researcher (e.g. Yougov, Civey...) to investigate the ratio of how many people be aware that there is an ECI instrument anyway. Sending out a press release with the results just close before the 9th May I am sure many journalists and media will be very much interested in. The results will strengthen our claims and it is a good opportunity to link to all current ECIs.

Meeting notes 18/3/2021
- Helwig Fenner: Order a Poll on the real knowledge of European Citizens Initiative (who can pay for it)
- Marco Cappato: two levels of campaigning: campaigners + European Citizenship’s right. Ask to institutional figures: support not on the merit of our proposals (because maybe they won’t follow the campaigner level but they might support the tool/instrument because it is part of the European citizens)
- Tony Venables: it should be possible to convince the Commission that they can do something themselves on the 9th of May.
For example:
- mention on the multi-language website of the Conference on the Future of Europe that you can part take in the COFOE, but also that you can sign .
- Add the link to the ECI on Europa website
One thing to say to the Commission and the EESC - we should say that we are skeptical about the Eurobarometer: They rely on this instrument. And very often national polls contradicts eurobarometer. What we could do: our students would be happy to interview people around the European Quarter and in other neighborhood in Bruxelles. “We are doing this and we are expecting to back.
Carsten Berg: could be very smart to find the people who run the websites (and especially the one of the Conference on the Future Europe.
Citizens Take Over Europe / The ECI Campaign: it is a real challenge to try and have different ECIs collecting signatures for each other.
It is about the fundamental of democracy / political culture of participation
Regarding the poll - running a poll it is very expensive: who is doing polls within the Eurobarometer and if they can place the question in a different way.
Who is having the ownership of the platform / It could be Citizens Take Over Europe
Ronald Blaschke: European Direct Info Points: within the legal basis is the EU Budget.
Carsten Berg - Contact Points are all informed about the Conference On the Future of Europe (right place to ECI)>>>>some former ECIs organisers working in the Direct Points > certainly help. (Committee of the Regions - Carsten)
Manlio Trovato: pick up on the goals /// one of the goals is to inform EU Citizens and collect signatures. One of the goal is also to demonstrate that they are not known by the Citizens. We need to show that there is a problem. Something needs to be done to bring up to life this issue. Perhaps in the offline and online reporting - Highlighting / Explaining the Story. Show evidences to the Commission that we have a problem. I don’t think that on the 9th of May we will be able to solve the problem but also to show that something can be done and when we do it is effective.
Tony Venables: if we suggest the Commission that they Sign An ECI Campaign should be on their own website / then you can then ask they alert the Direct Centers / as they explore of what they can do / we know the limitations / EESC is doing less than what they were doing before > ask them to translate the Appeal in multiple languages / ask them to do some of the staff. But we need to know more who is running these websites, what are the opportunities. Similar demands to the Committee of the Regions (presentation to the Plenary and use all this different roots)
Marco Cappato: 9th of May it will be plenty of events about Europe. And every and each is an occasion for the organisers to say “by the way….this is the EU Sign Day”.

Long term endeavour > Now we have very short time. But this is something for the coming days. We want to create a “habit for citizens and institutions” from now on Europe Day is Also Sign Day. Some effort that we are making this year maybe will not be an immediate success but they are creating the Culture, the information the atmosphere.

Dear all,
We had a lot of one-to-one conversations in the past week (and thanks for understanding the slowness). Whilst I try to catch up, e I wanted to send this reminder for the meeting tomorrow.

After a very positive meeting last week (recording available here), and a lot of new people expressed an interest in the EU SIGN DAY, we can meet again tomorrow Thursday 25th of March at 6 PM CET at the link of the Eumans weekly meetings (get the zoom meeting link here). (meeting will be registered and broadcasted as part of the advocacy methodology)

EUROPE DIRECT CENTER - functioning Re: 9/5 EU SIGN DAY - Self-organized action for equal dignity for Participatory Democ

Stopglobalwarming.eu had been invited by an organisation in France called Cristeel (in the Lorraine Region) which is one of the EUROPE DIRECT CENTER of the EU for an event organised in collaboration with the European Council and the local administrators.

I mentioned to their manager about the EU SIGN DAY and she found it very interesting and she is already ready to support it and to spread it in the French Network (over 50 Europe Direct Centers).

The conversation with her gave me the chance to collect some information on the EUROPE DIRECT CENTER (which are also mentioned in our proposals to commissioenr Jourova).

The project is managed by the European Commission (DG_Comm) with the support of the European Parliament.
National Representation of EU Member states are the referent at a national level.

In all 27 members states Youth Organisations and Association can get the label of Europea Direct Center. Also, cities themselves can have Europe Direct Centers.

The full projet is called Europe Direct and has three branches:

1) Team Europe Speakers (subject matter experts)
2) Documentation Centers (within Universities) to ensure adequate inclusion of European Integration literature in academic libraries
3) Europe Direct Centers

I hope this scheme can help us to define an outreach strategy for this centers once the promotion of EU SIGN DAY is ready.

Maybe someone can investigate and find contacts (From DG - Comm, EU Member States Representations or other sources) draft a pitch letter of the initiative for this networks and try and present EU SIGN DAY?

As a follow up to last week weekly meeting, we sent to the European Commission ECI Team, the Economic and Social Committee and the Committee of the Regions - who all replied to our letter for Equal Dignity for Participatory Democracy, the following proposals - starting from what needs to be done to include information on European Citizens Initiatives in the launch of the Conference on the Future of Europe and on institutional websites.

Report from 8th of April Weekly Meeting

1) Independent Survey
Still, a bit of indecision on the 4 countries to be involved in the survey. Current proposal: (*- confirmed)
Italy* / Germany* / Finland* + 1 more country
Option 1 - France - relevant for Save The Bees and Farmers and The ECI Campaign
Option 2 - Portugal - geographical "representativity

Next Steps:
- Review the two closed questions so that we can finalise them with YouGov and present them at the kick-off meeting on the 15th of April (Helwig from UBI for all is Project Managing this and will define deadlines - if you are available to contribute to the question design you can comment here or contact him)
- Use the kick-off meeting to ask for further financial support to cover the costs and decide on the 15th the final pool of countries based on the available budget.

2) Choice of EU SIGN DAY logo
Alice sent a dedicated email on this point

3) Data Control Agreement
Will send a draft of the agreement for feedback early next week after further exploration on the "legal entity" issue and GDPR regulation. (Please let me know if anyone is AGAINST the idea of collecting the data and use it via the coalition Citizens Take Over Europe (citizenstakeover.eu) which is also great support for further attempt to include our proposals in the Conference of the Future of Europe and the process of the self-organised thematic Assemblies of Solidarity, plus a first important multiplier for EU Sign Day through a network of +50 organisations.

A special thanks to Omri from Alliance for Europe who will help us in making sure this management of the data is solid. More updates next week.

4) Kick-off event
15th of April we will present to internal stakeholders and organisations the initiative at 6 PM CET - my idea for the agenda is:
- The impact of the lack of information on ECIs
- The political relevance of ECIs for the launch of the Conference on the Future of Europe
- The presentation of EU SIGN DAY (website, survey concept, policy briefing on impact of ECI first overview, calendar of actions, how organisations can support, the involvement of Europe Direct Centers)
