Putin's war of aggression against Ukraine makes it necessary to urgently address the issue of indispensable actions to defend the Ukrainian people through all instruments of the international rule of law and the entrance of Ukraine into the European Union. At the same time, it is of utmost importance for citizens to continue to use the tools of direct participatory democracy in transnational and pan-European networks for the defense and conquest of fundamental freedoms, from abortion and personal self-determination to the fight against climate change.

EUMANS IN WARSAW - The Open Congress of Citizens for Sustainable Peace, Freedom, and Democracy is open to all citizens who are willing to participate in the foundation of a non-electoral pan-European movement based on the activation of instruments of participatory democracy, nonviolent and direct action to pursue reforms in the European Union and beyond.
During the two-day Congress in Warsaw, we will discuss proposals of reforms in the European Union framework and we will define the strategy to achieve them (see program above). You will have your time to meet the activists who launched EUMANS' project two years ago, to meet other participants from all over the EU, to bring your ideas and your skills, and to design together with other citizens the functioning of the citizens' movement EUMANS. If you join EUMANS as a member you will also be able to participate in the Congress with full voting rights on the documents, the Statute and the decisions that will be taken with regards to the construction of the paneuropean movement. - REGISTRATION AND LOGISTICAL INFORMATION

War in Ukraine and the role of citizens for a more democratic European Union
Support the request of Ukraine to become a member of the European Union
Invoke the jurisdiction of the International Criminal Court to allow precise mapping of all the acts likely to fall under the jurisdiction of the Court, identifying from time to time those responsible, and of course, the top leaders, Putin in the lead, guilty of all possible charges
Support the request of the European citizens, consulted in the "EU in the World/Migration" Panel of the Conference on the Future of Europe, to adopted a series of recommendations asking the European institutions to take a big step forward in the sharing of policies in this field. Starting from the creation of the 'Joint Armed Forces of the European Union', the removal of the unanimity rule in foreign policy matters within the Council, the reduction of dependencies from oil and gas imports (in order to allow both the autonomy of Europe in energy policy as well as ambitious climate and CO2 reduction targets).Rule of Law and Democracy:
identify a pan-European goal for the protection of the rule of law that can be supported by EU citizens and that can strengthen the efforts of the European Commission and the European Parliament
back up any campaign that supports the recommendation of the Citizens Panel of the Conference on the Future of Europe with regards to the institutionalization of the EU Referendum, the permanent European Citizens Assembly, and the abolition of the Veto Power within the European Council which holds EU democracy and reforms hostages of national politics
Freedoms
Definition, promotion, and deployment of a pan-European initiative for the European Living Will Launch of the Euroepan Citizens Initiative for Cannabis Legalization
Analysis and promotion of initiatives that insert Sexual and Reproductive Health, as well as individual freedoms of LGBTQIA+ people in the framework of the European Union regulation, starting from the expansion of the Charter of Fundamental Rights
Sustainability
Strengthen the initiatives for the leadership role of the European Union for a global agreement on Carbon Pricing at COP27 and discuss the scientific evidences for a EU energy plan that ensures autonomy from authoritarian regimes and it is grounded on the Sustainable Development Goals
Design the pan-European citizens movement
Accelerate the creation of the "European Association Statute"
Define the critieria and rules of engagement for a fully functioning civic platform where citizens are empowered to act for democracy, freedom and sustainability through the activation fo participatory democracy instruments
