A EUROPEAN CIVIC ARTIFICIAL INTELLIGENCE STRATEGY CAN BE ABLE TO EMPOWER CITIZENS TOWARD COMPANIES AND INSTITUTIONS FOR THEIR RIGHTS AND LIBERTIES TO BE GRANTED
OPEN PROJECT - CALL TO JOIN
Artificial Intelligence exponential growth is mainly pushed by trade, security or military investments. What’s missing at both the International and National level is a Civic AI strategy, meant to empower citizens toward companies and Institutions.
This goal can be achieved by the EU.
Here’s some guidelines to pave the way to a European Civic Artificial Intelligence Strategy.
PROPOSAL
- make data from public institutions, agencies, authorities open by default. Indeed Open Data is a primary resource for any Civic AI system
- set-up a European Civic Artificial Intelligence Plan, enabling citizens to access information on legislation and procedures in a conversational mode, based on the actual interaction between Citizens and Institutions. Such a database would be integrated with additional information on National Legislation, so to help Citizens have an easy, useful and comprehensive access to the information needed on a given subject.
CITBOT - A PROTOTYPE PROJECT
CITbot - www.citbot.it - is a Citizens Bot developed by Associazione Luca Coscioni to help Citizens defend their civic liberties. So far, CITbot is being able to respond in Italian on issues like anticipated treatment instructions, reproductive health, abortion, euthanasia, disability, migration, palliative treatments, surrogacy maternity. It is now be developing by experts and volunteers in a multi-lingual tool able to cover a wider range of topics affecting individual liberties and rights to participatory democracy.
