General motion - 1st session Eumans Congress 2024

ENG VERSION

The Third Congress of Eumans - pan-European Movement of popular and nonviolent initiatives-, in its first session:

• confirms the commitment to promote direct, participatory and deliberative democracy through civic and nonviolent initiatives at a pan-European level for: the defense of human rights and fundamental freedoms; the affirmation of the rule of law and democracy; the protection, conservation, and restoration of the ecosystem and sustainable development; as well as the promotion of science-based debates and institutional decisions;
• thanks its 112 members and 25226 persons who supported Eumans initiatives;

• takes note of the resignation of Virginia Fiume as co-President, and thanks her for her crucial contribution in co-founding Eumans and leading it for the first three years.
• remembers the dear and pride fellow fighter and friend Sibilla Barbieri, who with her creativity, intelligence and passion helped build Eumans before devoting herself to her last fight for freedom of choice.

Furthermore , the Third Congress gives mandate to the directive bodies:

• to submit the proposals contained in the initiative “EU can do it, you can do it” to the European Parliament  and to present them in a public event in Brussels in September to transform them into a pan-european mobilisation on:
  • A CIVIC ARTIFICIAL INTELLIGENCE
  • ABORTION AS A FUNDAMENTAL HUMAN RIGHT
  • CANNABIS DECRIMINALIZATION
  • SHIFTING TAXATION FROM LABOUR TO EMISSIONS
  • STOP SUBSIDING INTENSIVE FARMS
  • VOLUNTARY ASSISTED DYING AS A FUNDAMENTAL HUMAN RIGHT
• to support the “democratic manifesto” of the coalition “Citizens take over Europe” and to engage in the realization of its goals, with a particular focus on: “the creation of a permanent citizens/people’s assembly for Europe”, and “an empowering European digital platform for participation”;
• support the ongoing European citizen initiative “My voice, my choice”, for the concrete respect of the right to abortion all over the European Union 
• support the European citizen initiative “PsychedeliCare”, aimed at promoting the therapeutic-use of psychedelics in the European Union;
• to launch a European Citizens Initiative for  “Global carbon pricing”;

Finally, Eumans’ congress agrees:

• to convene a second and final session of the Congress to be held in person in Brussels within six months;
• to open a consultative process on any possible or necessary reforms of the Statute as well as the final version of the motion to be adopted at the second session;
• to fix at 72 euros (6 Euros per month) the membership fee for 2025;

Il Terzo Congresso di Eumans - Movimento paneuropeo di iniziativa popolare e nonviolenta - nella sua prima sessione:

• conferma l'impegno a promuovere la democrazia diretta, partecipativa e deliberativa attraverso iniziative civiche e nonviolente a livello paneuropeo per: la difesa dei diritti umani e delle libertà fondamentali; l'affermazione dello Stato di diritto e della democrazia; la protezione, conservazione e ripristino dell'ecosistema e lo sviluppo sostenibile; nonché la promozione di dibattiti e decisioni istituzionali basati sulla scienza; 
• ringrazia i suoi 112 membri e le 25226 persone che hanno supportato le iniziative di Eumans; 
• prende atto delle dimissioni di Virginia Fiume da co-presidente e la ringrazia per il suo contributo cruciale nella co-fondazione di Eumans e nella sua guida nei primi tre anni;
• ricorda la cara e coraggiosa compagna di lotta e amica Sibilla Barbieri, che  con la sua creatività, la sua  intelligenza e la sua passione ha contribuito a costruire Eumans ,  prima di dedicarsi alla sua ultima lotta per la libertà di scelta.

Inoltre, il Terzo Congresso conferisce mandato agli organi direttivi:

• di presentare le proposte contenute nell'iniziativa "EU can do it, you can do it" al Parlamento Europeo e di presentarle in un evento pubblico a Bruxelles a settembre per trasformarle in una mobilitazione paneuropea su:
  -UN'INTELLIGENZA ARTIFICIALE CIVICA
  -L'ABORTO COME DIRITTO UMANO FONDAMENTALE NELL’UE
  -DECRIMINALIZZAZIONE DELLA CANNABIS NEL’UE
  -SPOSTARE LA TASSAZIONE DAL LAVORO ALLE EMISSIONI
  -FERMARE I SUSSIDI EUROPEI AGLI ALLEVAMENTI INTENSIVI
  -EUTANASIA COME DIRITTO UMANO FONDAMENTALE NELL’UE;
• di supportare il "manifesto democratico" della coalizione "Citizens take over Europe" e impegnarsi nella realizzazione dei suoi obiettivi, con particolare attenzione a: "la creazione di un'assemblea permanente dei cittadini/popolo per l'Europa" e "una piattaforma digitale europea per la partecipazione"; 
• di supportare l'iniziativa dei cittadini europei "My voice, my choice" per il concreto rispetto del diritto all'aborto in tutta l'Unione Europea 
• di supportare l'iniziativa dei cittadini europei "PsychedeliCare" per favorire l’uso terapeutico delle sostanze psichedeliche nell’UE; 
• di lanciare un'Iniziativa dei Cittadini Europei per un "prezzo globale del carbonio";

Infine, il Congresso di Eumans concorda: 

• di convocare una seconda e ultima sessione del Congresso da tenersi di persona a Bruxelles entro sei mesi; 
• di avviare un processo consultivo su eventuali o necessarie riforme dello Statuto nonché sulla versione finale della mozione da adottare nella seconda sessione; 
• di fissare la quota associativa per il 2025 a 72 euro (6 euro al mese);
