On the 22nd of September, EUMANS held its quarterly public Assembly. The Assembly was open to everyone, but only members and activists registered on EUMANS Agorá had the chance to discuss and vote on the final document.

CONCLUSIVE STATEMENT EUMANS PUBLIC ASSEMBLY - Why What and How for a citizens congress in Warsaw in 2022
The summer of 2021 makes Italy the theater of a political vision, that of freedom, sustainability and rights, and of an innovative method, based on the tools of nonviolent direct action and participatory democracy.
The participation of EUMANS in the Promoting Committees of the Legal Euthanasia Referendum and the Cannabis Referendum confirms specific priorities for EUMANS - citizens for democracy and sustainability. The activation of tools of institutional participation strengthen the rule of law and improve the quality of life understood, in particular in the direction of the human’s deepest needs of freedom, mental and physical well-being, knowledge, right to science and health, in full coexistence with the ecosystem - in line with the goals for Sustainable Development of the United Nations and international conventions on rights fundamental.
The constituent Congress of EUMANS in Warsaw, in the heart of the rift that limits the full process of European integration, thus becomes itself a political objective: how European citizens can win new rights and preserve their own rights using participatory democracy as a self-protection and self-realization tool?
In particular, we identify as primary objectives on which to hinge the path towards Congress - and the consequent enrollment campaign:
- the ecological transition of taxes, for an economic and ecological revolution that reaches the global level from Europe through the shift of taxes from work to the consumption of scarce natural resources to stem climate change. In addition to carbon pricing, it is essential to discourage intensive livestock farming and to develop biotechnologies in an ecological and fair way. The launch of COP26 and the legislative process of the Fit for 55 package are central to the achievement of these objectives.
- the "portability of rights" within the European Union - from the legalization of substances, to egalitarian marriage, to end-of-life rights - as a key to building a European citizenship that starts from the exercise of civil, human and political rights
- the development of a "European digital citizenship", through the creation of civic artificial intelligence systems and interoperability protocols of digital platforms, starting from the promotion of a technological infrastructure based on open source technology that favors access to the tools of democracy participatory at all levels (local, regional, national and European) - with particular attention to the development of synchronic multi-lingual technologies. In this sense, the political use of the technological and political platform for the Conference on the Future of Europe and the implementation process in Italy (in January 2022) of the "government" platform for the digital signature of referendums and popular initiatives constitute the framework of proposal, action and dialogue on which to take action.
- knowledge and accessibility of institutional participation tools at any level, starting with the enhancement of widespread and institutional information tools that inform citizens about their participation rights. In this direction, the coordination experience of the first EU SIGN DAY with committees of citizens promoting European Citizens' Initiatives, dialogue with the institutions of the European Union and the amendment to the budget proposed by the Parliamentarian Elisabetta Guelmini to increase funding for the institutional information on the European Citizens' Initiatives constitute the political and methodological cornerstone to be pursued.
In particular, the Assembly identifies the opportunities offered:
- by the Congress of the Luca Coscioni Association in Italy on 8, 9 and 10 October
- by the Transnational Assembly organized in Palermo by the Citizens Take Over Europe Coalition on 23 October
- by the network of participants in previous editions of the Council on Participatory Democracy (and a Council on Participatory Democracy to be convened by the end of 2021)
and the off-line and online collateral events organized by EUMANS or other partners as opportunities to incarnate these objectives, establish the EUMANS Committee of Wise Men and Women and mobilize EUMANS activists and activists and launch the registration campaign in view of the Constitutive Congress of Warsaw to be held by spring 2022.
CONVOCATION LETTER BY MARCO CAPPATO (President of EUMANS) and Virginia Fiume (Coordinator of EUMANS)
Transforming the desire for democracy and the will of participation of citizens like us into actions that have an impact on the great issues of our time, from climate change to the defense of fundamental civil and political rights. We are building EUMANS together, as a pan-European movement open to all people who feel that same energy and desire to achieve change.
To discuss this and take decisions together, we invite you on Wednesday 22 September from 5.30 PM to 8.30 PM CET to the Assembly of members of “EUMANS - citizens for democracy and sustainability”.
The world is shaken by the re-rise of the Taliban in Afghanistan, it is literally set on fire by global warming, it is physically, economically and psychologically traumatized by the pandemic and representative democracy is in trouble. At the same time proposals based on European values, starting with the protection of the rule of law and sustainable ecological transition, falter in national debates, while the Conference on the Future of Europe remains an unknown passage to most European citizens.
But there are signs of vitality and political energy that are partly still unexpressed and partly in need of care and amplification in every corner of Europe. In Italy, the one and a half million signatures collected during the summer on the Legal Euthanasia Referendum and the Cannabis Referendum (also thanks to the democratic innovation of the “digital signature) have lit the light of hope and individual responsibility.
In this Assembly of EUMANS we invite members and non-members to think together on the priorities for action, on the enrollment campaign that will lead us to the Warsaw Congress in spring 2022 and on the statutory instruments to be activated (starting from the Committee of Wise and the Council on Participatory Democracy).
Taking part in a pan-European movement, political but not party-based, which combines the objectives of democracy, rights and sustainability is a political act that all European citizens who have an urgent need for change in their hearts can implement immediately!

DICHIARAZIONE CONCLUSIVA ASSEMBLEA EUMANS 22 SETTEMBRE 2021 - Il perché, il cosa e il come del congresso dei cittadini e delle cittadine a Varsavia nella Primavera del 2022
(approvata con 13 voti a favore, 2 astenuti e 1 voto contrario)
L’estate del 2021 fa dell’Italia il teatro di una visione politica, quella della libertá, della sostenibilitá e dei diritti, e di un metodo innovativo, fondato sugli strumenti dell’azione diretta nonviolenta e della democrazia partecipativa.
La partecipazione di EUMANS ai Comitati Promotori del Referendum Eutanasia Legale e al Referendum Cannabis conferma una priorità per EUMANS - cittadini e cittadine per la democrazia e la sostenibilitá: usare gli strumenti della partecipazione istituzionale per rafforzare lo Stato di Diritto e migliorare la qualitá della vita intesa come realizzazione dell’individuo nella sue esigenze più profonde di libertà, benessere fisico e mentale, conoscenza, diritto alla scienza e alla salute, in piena coesistenza con l’ecosistema - in linea con gli obiettivi per lo Sviluppo Sostenibile delle Nazioni Unite e dalle convezioni internazionali sui diritti fondamentali.
Il Congresso costitutivo di EUMANS a Varsavia, nel cuore della frattura che limita il pieno processo di integrazione europea, diventa dunque esso stesso obiettivo politico: come i cittadini e le cittadine europei possono conquistare nuovi diritti e preservare i loro stessi diritti usando la democrazia partecipativa come strumento di auto-tutela e auto-realizzazione
In particolare identifichiamo come obiettivi primari su cui incardinare il percorso verso il Congresso - e la conseguente campagna iscrizioni:
- la transizione ecologica del fisco, per una rivoluzione economica ed ecologica che dall’Europa arrivi sul piano globale attraverso lo spostamento delle tasse dal lavoro al consumo delle risorse naturali scarse per arginare i cambiamenti climatici. Oltre al carbon pricing, è indispensabile disincentivare gli, allevamenti intensivi e sviluppare in chiave ecologica ed equa le biotecnologie. L’avvio della COP26 e il percorso legislativo del pacchetto Fit for 55 sono centrali per la realizzazione di questi obiettivi.
- la “portabilitá dei diritti” all’interno dell’Unione Europea - dalla legalizzazione delle sostanze, al matrimonio egualitario, ai diritti sul fine vita - come chiave per costruire una cittadinanza europea che parta proprio dall’esercizio dei diritti civili, umani e politici
- lo sviluppo di una “cittadinanza digitale europea”, attraverso la creazione di sistemi di intelligenza artificiale civica e protocolli di interoperabilitá delle piattaforme digitali, a partire dalla promozione di una infrastruttura tecnologica basata su tecnologia open source che favorisca l’accesso agli strumenti di democrazia partecipativa a ogni livello (locale, regionale, nazionale ed europeo) - con particolare attenzione allo sviluppo di tecnologie multi-lingue sincroniche. In questo senso l’utilizzo politico della piattaforma tecnologica e politica per la Conferenza Sul Futuro dell’Europa e il processo di implementazione in Italia (a gennaio 2022) della piattaforma “governativa” per la firma digitale di referendum e iniziative popolare costituiscono l’ambito di proposta, azione e interlocuzione su cui attivarsi.
- la conoscenza e l’accessibilitá degli strumenti di partecipazione istituzionale a qualunque livello, a partire dal potenziamento degli strumenti di informazione capillare e istituzionale che informino i cittadini e le cittadine sui loro diritti di partecipazione. In questa direzione l’esperienza di coordinamento del primo EU SIGN DAY con comitati di cittadini e cittadine promotori di Iniziative dei Cittadini Europei, interlocuzione con le Istituzioni dell’Unione Europea e l’emendamento al budget proposto dalla Parlamentare Elisabetta Guelmini per aumentare il finanziamento all’informazione istituzionale sulle Iniziative dei Cittadini Europei costituiscono il cardine politico e metodologico da perseguire.
In particolare l’Assemblea identifica le opportunitá offerte:
- dal Congresso dell’Associazione Luca Coscioni in Italia l’8, 9 e 10 ottobre
- ddall’Assemblea Transnazionale organizzata a Palermo dalla Coalizione Citizens Take Over Europe del 23 ottobre
- dalla rete dei partecipanti alle precedenti edizioni del Council on Participatory Democracy (e un Council on Participatory Democracy da convocare entro la fine del 2021)
e gli eventi collaterali off-line e online organizzati da EUMANS o da altri partner come occasioni per incardinare questi obiettivi, costituire il Comitato dei Saggi di EUMANS e mobilitare gli attivisti e le attiviste di EUMANS e lanciare la campagna iscrizioni in vista del Congresso Costitutivo di Varsavia da tenersi entro la primavera del 2022.
LETTERA DI CONVOCAZIONE IN ITALIANO DI MARCO CAPPATO E VIRGINIA FIUME PER L'ASSEMBLEA DI EUMANS DEL 22 SETTEMBRE 2021
Trasformare la voglia di democrazia, partecipazione di noi cittadine e cittadini in azioni che abbiano impatto sulle grandi questioni del nostro tempo, dai cambiamenti climatici alla difesa dei diritti civili e politici fondamentali. Per fare questo costruiamo insieme EUMANS, un movimento paneuropeo aperto a tutte le persone che sentono quella stessa energia e voglia di ottenere cambiamenti.
Per discutere di questo e prendere decisioni insieme ti invitiamo Mercoledì 22 settembre dalle 17.30 alle 20.30 all'Assemblea degli iscritti e delle iscritte di “EUMANS - cittadini per la democrazia e la sostenibilità”.
Il mondo è scosso dalla ri-ascesa dei Talebani in Afghanistan, incendiato dal riscaldamento globale, traumatizzato fisicamente, economicamente e psicologicamente dalla pandemia e la democrazia rappresentativa è in affanno. E le proposte fondate sui valori europei, a partire dalla tutela dello stato di diritto e la transizione ecologica sostenibile, vacillano nei dibattiti nazionali, mentre la Conferenza Sul Futuro dell’Europa resta un passaggio ignoto alla maggior parte dei cittadini europei.
Ma ci sono segni di vitalitá ed energia politica in parte ancora inespressa e in parte bisognosa di cure e amplificazioni in ogni angolo d’Europa. In Italia il milione e mezzo di firme raccolte durante l’estate sul Referendum Eutanasia Legale e sul Referendum Cannabis (anche grazie all’innovazione democratica della firma digitale) hanno acceso la luce della speranza e della responsabilitá individuale.
In questa Assemblea di EUMANS invitiamo iscritti e non , a ragionare insieme sulle priorità d’azione, sull acampagna iscrizioni che ci porterá verso il Congresso di Varsavia a primavera del 2022 e sugli strumenti statutari da attivare (a partire dal Comitato dei Saggi e dal Council on Participatory Democracy).
Prendere parte a un movimento paneuropeo, politico ma non partitico, che unisce obiettivi di democrazia, diritti e sostenibilitá èun atto politico che tutti i cittadini e le cittadine europee che hanno nel cuore una urgenza di cambiamento possano mettere in atto da subito!
